The Ukrainian State Treasury notes of 1918–1920 were issued during one of the most unstable periods in the region's modern history — the Ukrainian People's Republic and the Hetmanate successively issued competing paper currencies while the country cycled through German occupation, Bolshevik incursions, and White Army pressure. The Karbovanets series was printed under genuinely chaotic administrative conditions, with production continuing across multiple governments that each claimed legitimacy over the same printing infrastructure.

At over twelve million printed, this denomination circulated in volume — yet hyperinflationary pressure meant notes were spent almost immediately, and surviving examples showing honest circulation wear are more historically coherent than pristine ones.
