Three facsimile signatures are arranged below, identified by their printed titles as the Bürgermeister (mayor), Vize-Bürgermeister (deputy mayor), and Gemeinderat (municipal councillor). Zelking is a small market settlement in Lower Austria, roughly 80 kilometres west of Vienna. Like hundreds of Austrian municipalities after the First World War, it issued its own Notgeld when the collapse of the Habsburg monetary system left small-denomination coinage almost entirely absent from circulation. The 50 Heller denomination was among the most commonly required for everyday transactions — bread, ferry crossings, market stalls — and municipal paper filled the gap the mint could not.

The printer, Hermes Buch- und Kunstdruckerei, operated from Vienna's 17th district and handled a considerable volume of Lower Austrian Notgeld commissions in 1919–1921. Designer credit to Walter Prinzl of Melk is unusually specific for a note of this type — local artists were frequently engaged for regional series, but named attribution in catalog records is not always preserved.
