Windischgarsten is a small Alpine market town in Upper Austria, and this 50 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921. The collapse of the Habsburg monetary system left local governments scrambling to fill the small-denomination vacuum — national coinage had effectively disappeared from circulation, hoarded or melted, and the central authorities were in no position to remedy it quickly.
Most Austrian Notgeld of this period was printed in short runs for specific local use, though by 1920 a secondary collector market had already begun distorting issuance — some municipalities printed far more than local commerce ever required.
