Wieselburg an der Erlauf issued this 50 Heller note as part of the broader Austrian Notgeld wave that swept through municipalities during and after World War One, when coin shortages made small-denomination paper a practical necessity rather than a policy choice. The Marktgemeinde — a market town, not a city — had no banking infrastructure of its own, so local government stepped in as issuer of last resort.
These small-town Austrian Notgeld pieces were typically printed in short runs and redeemed within the issuing district, which is precisely why attrition rates were high and survivors are disproportionately collector copies that never circulated at all.
