A single block of small-format Gothic (Fraktur) script text occupies the central field, setting out the legal and financial authority under which these notes were issued, referencing the municipal council resolution of 29 October 1918 and the guarantee of the Stadtgemeinde Wiener Neustadt backed by its entire movable and immovable assets. |

Wiener Neustadt issued its own emergency paper currency — Notgeld — in 1918 as the Austro-Hungarian monetary system buckled under wartime strain and small coin effectively vanished from circulation. Municipal and commercial issuers across Austria stepped in to fill the gap, producing notes in denominations too small for the central authorities to bother defending. The Heller, by this point, had almost no presence in coin form.
The JPR1230a series covers the 1918 Wiener Neustadt civic issues. Notgeld from smaller Austrian municipalities was often printed on whatever stock was available locally, and paper quality varies considerably across surviving examples of this type.
