Austrian Notgeld of this type was a local response to the catastrophic coin shortage that followed the collapse of the Habsburg economy after 1918. Weyer-Markt and Weyer-Land — two administratively distinct municipalities on the Enns river in Upper Austria — issued jointly under a single series, an arrangement that was practical rather than unusual for small neighboring communities sharing limited resources.

Herdina-Peter was a local Weyer printer, not a specialist banknote firm, which accounts for the modest production quality typical of rural Austrian Notgeld. The designer credit to Wittwer is uncommon enough to be worth noting — most provincial issues of this kind went uncredited entirely.
