Weng is a small municipality in Upper Austria, and like hundreds of similarly sized communes, it issued emergency paper money — Notgeld — during the postwar economic collapse that left Austria chronically short of small change. The 50 Heller denomination was among the most common targets for local issue precisely because coins of that value had vanished from circulation entirely, hoarded or melted down as metal became more valuable than the face value it represented.
Bürgermeister Matth. Wagner's signature gives the note its legal standing under local authority — there was no central authorization required; communes simply printed and distributed what their populations needed.
