Waxenberg is a small settlement in Upper Austria, and its 1920 Heller notes belong to the enormous wave of Notgeld issued by Austrian municipalities after the collapse of the Habsburg monarchy left the new republic chronically short of small-denomination coinage. Gemeinde Waxenberg was among thousands of rural parishes that printed their own emergency scrip — not as a monetary innovation, but out of sheer necessity. The single signature of Kaspar Haider suggests a one-man administrative apparatus, which tracks for a parish of this size.
The Jaksch/Pick reference places this firmly in the documented Upper Austrian municipal series, but Waxenberg issues surface rarely enough that population data remains thin.
