Vorarlberg's emergency currency program of 1919–1920 produced a substantial range of Heller notes under the Landesregierung's authority — a direct consequence of the coin shortage that followed Austria-Hungary's collapse and the disruption of central monetary supply to the provinces. These regional issues filled a practical gap while Vienna struggled to stabilize the new Austrian Republic's finances.
Wagner of Innsbruck handled the printing, and B. Kleber's design credit marks one of the few signed contributions within this series. The S148 variants differ in minor typographic and color details — B from A in ways that matter to specialists.
