Vorarlberg's provincial treasury notes of 1919 were emergency issues printed under genuinely unusual political circumstances. In late 1918 and early 1919, the province was actively exploring union with Switzerland rather than the new Austrian republic — a referendum held in May 1919 returned over 80% in favor of joining the Swiss Confederation. The Entente powers blocked it. These Heller notes were being printed and circulated while that question was still unresolved.
Small-denomination Notgeld from provincial Austrian treasuries rarely traveled far. Most circulated within their issuing district and were redeemed locally, which means survivors tend to show heavy use or none at all — little middle ground.
