Die Gemeinde St.Stefan a.W., Ob.Oest., Bezirk Rohrbach gibt laut Sitzungsbeschluss vom 13.Juni 1920 Gutscheine im Gesamtbetrage von K 30.000:– aus und haftet für die Verbindlichkeit, diesen Gutschein bis 28.Februar 1921 bei der Gemeindekasse in gesetzl. Bargeld einzulösen.

Sankt Stefan am Walde is a small Upper Austrian municipality that issued this 50 Heller note as part of the Notgeld wave that swept Austria between 1919 and 1921, when the postwar coin shortage left rural communities effectively unable to make change. Jos. Waltl of Linz was a regional printer used by several Upper Austrian communities for these emergency issues — workmanlike production, not the elaborate collector-bait pieces commissioned by larger towns.

The designer credit to J. Rabler is uncommon enough to suggest a local commission rather than a stock design pulled from the printer's catalogue.
