Sigmundsherberg, a large Austro-Hungarian prisoner-of-war camp in Lower Austria, operated its own internal scrip system to manage transactions among internees — officers in this case, as the issuing authority was the officers' section specifically. The separation of officer and enlisted prisoner economies was standard under the Hague Conventions, which required that officers receive pay commensurate with their rank and be housed separately from common soldiers.

Campbell 1451 is among the lower denominations in the Sigmundsherberg officer series. Camp scrip of this type was theoretically redeemable but in practice frequently became worthless at war's end when camps dissolved rapidly and central redemption collapsed.
