Sarleinsbach is a small market town in Upper Austria, and this 50 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921 — a direct consequence of the postwar coin shortage that left small-denomination transactions nearly impossible. Local authorities were legally permitted to issue emergency scrip, and thousands of communities did exactly that, often in very limited print runs tied to local economic needs.
Franz Jetschgo's signature as authorizing official places this squarely within the municipal administration of the period. Survival rates for Sarleinsbach Notgeld are modest; small-town issues rarely circulated beyond the immediate locality.
