This is a Notgeld issue — emergency municipal currency printed during Austria's severe post-war coin shortage. Thousands of Austrian market towns issued their own Heller denominations in this period, but Oed's example is notable for having three signatories, including both the Bürgermeister and Vicebürgermeister, which was not universal practice and reflects a deliberate effort at local administrative legitimacy. F. Kielar operated out of nearby Amstetten, making this entirely a Lower Austrian production. Oskar Reittinger's design credit is the one detail that lifts it above the purely functional — his involvement suggests this was not the cheapest print option available to the Gemeinderat.
