One of thousands of Austrian municipal notgeld issues printed in the immediate aftermath of World War One, when the collapse of the Habsburg monetary system left local governments scrambling to fill a shortage of small change. F. Seitenberg was a Vienna printer who handled a significant volume of these community emergency issues, working quickly and cheaply to meet demand from dozens of Lower Austrian parishes and market towns simultaneously.
The dual-signature format — Bürgermeister and Vizebürgermeister both signing — was a legal formality required under Lower Austrian municipal ordinance to validate the notes as obligations of the Gemeinde rather than personal instruments.
