One of thousands of Austrian municipal Notgeld issues produced in the chaotic postwar years, when the collapse of the Habsburg monetary system left local communities — including tiny Lower Austrian villages like Nußdorf ob der Traisen — printing their own emergency fractional currency to cover the chronic shortage of small coins. F. Seitenberg operated out of Vienna's third district and handled numerous such commissions during this period, turning around small runs quickly for municipalities that had neither the time nor the budget for elaborate production.

The two signatories, Heweis and Wolfinger, would have been local officials — likely the Bürgermeister and a municipal council member — lending bureaucratic legitimacy to what was, legally, a highly irregular instrument.
