Neumarkt an der Ybbs was one of hundreds of Austrian market towns that issued Notgeld during the severe coin shortage that followed the First World War. The municipal series from this Lower Austrian community was printed by Grof Frietzel in Steyr — a regional press rather than one of the larger Viennese houses, which accounts for the relatively modest production quality common to the JPR0663 series.
The 1920 date places this in the second wave of Austrian local emergency currency, issued after the initial postwar chaos had already demonstrated that the central government could not reliably supply small-denomination coinage.
