Moosdorf is a small market town in Upper Austria, and this note belongs to the vast wave of Notgeld issued by Austrian municipalities during the acute coin shortage that followed the First World War. Local authorities — mayors, savings banks, even private businesses — were legally permitted to issue these emergency pfennig-denomination notes to keep small transactions moving when coins had effectively vanished from circulation. The signature of Esterbauer as Bürgermeister gave the piece its local legal weight, however informal that authority was by any central banking standard.
The JPR prefix in the Jaksch/Pick reference places it firmly in the Austrian municipal series. Most of these notes were redeemed and destroyed within a few years, making survivors more common in collector sets than in any meaningful circulation record.
