Liebenau is a small market town in Upper Austria, and this 50 Heller note belongs to the vast wave of Notgeld issued by Austrian municipalities between 1919 and 1921 to address the chronic small-change shortage that followed the collapse of the Habsburg economy. The Gemeinde assumed direct issuing authority — the Bürgermeister's signature serving as the legal guarantee, however modest, behind the paper.
The Jaksc/Pick reference JPR0521a places this among the documented Upper Austrian municipal issues, but Liebenau's output was small enough that surviving examples turn up infrequently in trade.
