Austrian Notgeld of this type emerged from the acute coin shortage that followed the First World War — the Habsburg monetary system had collapsed, and small-denomination metal coinage had effectively vanished from circulation by 1919–1920. Municipalities across Upper Austria printed their own emergency notes to fill the gap, with legal backing from the Austrian government's temporary authorization of local Kleingeldersatz.

Laakirchen, a paper-mill town on the Traun river, was better positioned than most to produce such notes — the local paper industry meant material supply was rarely the problem. Whether the municipality used its own stock or a commercial printer is not recorded in standard references.
