This is a piece of Austrian Notgeld — emergency municipal scrip issued at the local level to address the chronic small-change shortage that plagued the former Habsburg territories after the First World War. Korneuburg, a small town on the Danube north of Vienna, was one of hundreds of municipalities that printed their own fractional notes between 1919 and 1921 when the new Austrian Republic simply could not supply enough low-denomination coinage to keep daily commerce moving.
The "b" suffix in the Jaksch reference indicates a recognized variant within the 50 Heller type — likely a paper stock or color difference from the primary issue.
