Austrian Notgeld issued by municipalities like Kirchdorf an der Krems filled the acute small-change vacuum that gripped the country after 1918 — the collapse of the Habsburg monetary system left towns with no practical means of making change, and local councils became de facto issuing authorities by necessity.
