Heidenreichstein is a small market town in the Waldviertel region of Lower Austria, and this note is a product of the Notgeld wave that swept Austrian municipalities after the First World War — a period when chronic coin shortages forced even minor local governments to print their own fractional currency. The Marktgemeinde had no printing infrastructure of its own; these issues were typically contracted to regional printers and authorized by whatever local officials could provide a quorum of signatures.

Three signatories appear here: the Bürgermeister, his deputy, and a single Gemeinderat — the minimum credible show of civic authority for a note that would circulate only within walking distance of the town hall.
