Haibach is a small commune in Upper Austria, and this 50 Heller note is a Notgeld — emergency small-change currency issued by Austrian municipalities after World War I when coin metal was scarce and central monetary supply had effectively collapsed. By 1920, thousands of Austrian towns and villages were printing their own denominations; Haibach's contribution to that flood is relatively obscure even within the Notgeld collecting field.
The designer credit to L. Haase is worth noting — local commune issues of this type were often farmed out to regional printers who supplied stock designs, making an individually credited designer slightly less common at this scale.
