Goisern — now Bad Goisern am Hallstättersee — issued this Notgeld during the acute small-change shortage that crippled Austrian retail commerce in the years immediately following the collapse of the Habsburg monarchy. Municipal and commercial issuers across the former empire flooded the market with locally printed emergency fractional notes because metal coinage had effectively disappeared from circulation, hoarded or melted down long before the armistice.

Paul Gotscher's involvement places this among the more deliberately designed pieces in the Salzkammergut regional issues rather than the purely functional typeset certificates some smaller communes produced.
