Deutsch-Gabel — now Jablonné v Podještědí in northern Bohemia — hosted one of the Habsburg Empire's many prisoner-of-war camp systems during the First World War. The K.u.K. Kriegsgefangenenlager-Kommando issued its own fractional scrip to control internal camp commerce, preventing Austrian currency from passing outside the wire. The 50 Heller denomination sits in the middle of a practical range designed for canteen transactions, not savings.

Campbell 1352 is one of hundreds of such camp issues, many poorly documented because the issuing authorities kept inconsistent records and most scrip was destroyed or simply discarded at war's end.
