Austrian municipal notgeld of this type emerged from a genuine coin shortage that began in 1914 and worsened through the war years, forcing hundreds of small communities to print their own fractional currency. Bruck im Pinzgau, a small market town in the Salzach valley, issued these Heller notes under the authority of its municipal office — Anton Posch's signature identifying him as the responsible local official rather than any banking authority.
The 69 × 51 mm format is characteristic of the utilitarian first-wave notgeld, before the collector-driven "Serienscheine" of 1920–1922 transformed the genre into something closer to a philatelic product.
