Werfen is a small market town in Salzburg province, and this 50 Heller note is a Notgeld — emergency small change issued by Austrian municipalities during the severe coin shortage that gripped the country after World War I. The central government could not produce enough low-denomination coinage to meet everyday demand, so thousands of towns, villages, and businesses printed their own.
