Hart bei Hartkirchen is a small municipality in Upper Austria, and like hundreds of similarly sized communities across Austria between 1919 and 1921, it issued its own Notgeld — emergency small change — to address the acute coin shortage that followed the collapse of the Habsburg monetary system. The federal government was slow to mint sufficient coinage for the new republic, leaving local authorities to fill the gap themselves. These communal issues were technically permitted but operated in a legal grey zone, redeemable only within the issuing locality.
The Jaksch/Pick 0351 reference places this squarely within the documented Upper Austrian series. Most Hart issues were printed in small runs and redeemed quickly once coinage circulation normalized, which is why surviving examples in unfolded condition are less common than their provincial ubiquity might suggest.
