Austrian Notgeld of this type emerged from the severe coin shortage that followed the collapse of the Habsburg Empire — by 1920, small-denomination metallic currency had effectively vanished from everyday transactions, forcing individual municipalities, businesses, and even farms to print their own emergency fractional notes. Gemeinde Rainberg was one of hundreds of tiny Austrian communities that issued Heller denominations during this window, most of which circulated only within the issuing locality.
Many of these municipal issues were deliberately printed in limited quantities and collected as novelties even at the time of issue, which complicates any honest assessment of true circulation wear on surviving pieces.
