Herzogenburg is a small Lower Austrian market town, and in 1920 its local printing house — the Buchdruckerei Herzogenburg — was doing what hundreds of Austrian municipal printers were doing at the time: producing emergency small-change notes to fill the gap left by the collapse of the Habsburg monetary system and the near-total disappearance of metal coinage. These Notgeld issues were self-authorized, locally redeemable, and often printed in tiny runs on whatever stock was available.
The Buchdruckerei being both issuer and printer is entirely typical of the smaller Austrian Notgeld — no banking intermediary, no official sanction beyond local necessity.
