Wels was among hundreds of Austrian municipalities that issued Notgeld after the collapse of the Habsburg monetary system left small change chronically scarce. By 1921, most of the inflationary emergency coinage crisis had passed, which makes this a relatively late local issue — the majority of Austrian Gemeinde Notgeld clusters around 1919–1920. Whether Wels was managing a lingering shortage or simply capitalizing on the collector market that had developed around attractive local issues by this period is an open question.

August Moser handled both design and engraving in-house, which was uncommon — most municipalities farmed out at least one stage to commercial printers. The signature of Carl Richter likely represents the Bürgermeister or a senior municipal official authorizing the issue.
