Spitz an der Donau is a small wine-producing village on the Wachau stretch of the Danube, and this Heller note is a product of Austria's postwar Notgeld emergency — the period between 1919 and 1922 when hyperinflation and coin hoarding left smaller municipalities effectively cashless. Local councils, market communes, and even individual businesses were legally permitted to issue their own small-denomination scrip to fill the gap left by the collapsing krone.
The official stamp substitutes for the security infrastructure no village printer could provide. Forgery was a genuine concern at higher denominations, but at 50 Heller the economic incentive was negligible.
