The Institut d'Émission d'Outre-Mer was established in 1966 to manage currency across France's Pacific territories — New Caledonia, French Polynesia, and Wallis and Futuna — following the dissolution of the older Institut d'Émission des Départements d'Outre-Mer's Pacific role. Piedforts of this issue were struck at Paris specifically for collectors, doubling the standard flan thickness as was the Monnaie de Paris's long-standing practice for prestige editions.

Mintages for IEOM piedforts from this period were extremely limited, typically in the hundreds.
