The Trésor Public's franc-denominated notes of this type were issued for use in French overseas territories, not for metropolitan France — a distinction the note itself makes clear through its issuing authority. By 1963, this arrangement was already administratively awkward, sitting between the older colonial currency framework and the monetary agreements being negotiated with newly independent Francophone states.
Printed by the Imprimerie des timbres-poste et des valeurs fiduciaires in Périgueux, the series is relatively short-lived and saw limited distribution, which accounts for its comparative scarcity in any grade today.
