Rwanda has no historical connection to the Cutty Sark — the clipper was built on the Clyde in 1869 for the Jute Shipping Company of Dumbarton and spent its working life on the London–China tea route before wool runs to Australia. Rwanda's involvement here is purely fiduciary: the National Bank issues bullion and collector pieces under licensing arrangements as a revenue mechanism, a practice common among landlocked African nations with no minting tradition of their own. The coin exists because the collector market for tall-ship themes is reliable, not because the subject has any bearing on the issuer.
