During the German occupation, hundreds of French commercial firms and municipal bodies issued their own emergency scrip when the supply of official currency collapsed under requisition and hoarding pressure. Olier's notes were strictly local instruments — redeemable only through the issuing business, not through any banking authority — and circulated almost entirely within Clermont-Ferrand's commercial district.
The red paper composition is a deliberate anti-counterfeiting choice, common among smaller French issuers who lacked access to security printing equipment but could at least restrict available substrate.
