Cameroon has periodically issued collector-denominated pieces bearing foreign political figures under its Central African CFA franc authority, and this 2015 piece depicting Vladimir Putin falls squarely in that category. These are novelty issues produced for the international collector market rather than domestic circulation — the BEAC, which actually governs CFA monetary policy for the region, has no involvement in authorizing them.
The legal basis for such pieces is disputed. Several similar issues attributed to Central African CFA member states have been challenged as unauthorized by the issuing nation's own financial authorities.
