Sopron issued its own emergency fractional currency in 1919 because the collapse of the Austro-Hungarian crown system and the political chaos following the armistice left the city without adequate small change. Dozens of Hungarian municipalities did the same that year, but Sopron's position was peculiar — it sat at the center of a territorial dispute between Austria and Hungary that would not be resolved until the 1921 plebiscite, when its citizens voted to remain part of Hungary rather than become part of the new Austrian state.

The designer credit to Harmos likely refers to Harmos Károly, a local artist active in the region during this period. Sopron municipal issues from 1919 are not common survivors — most small-denomination emergency paper was spent into destruction almost immediately.
