Pécs was under Serbian military occupation from November 1918 through August 1921, a period during which normal currency supply from Budapest was disrupted or politically complicated. This fillér note is one of several low-denomination emergency issues produced by the municipal treasury to keep small transactions functioning — the kind of gap-filler that larger authorities rarely bothered to authorize and local printers produced quickly and without ceremony.

Local printing under occupation conditions means quality control was minimal. Paper stock and ink consistency vary noticeably across surviving examples of the Pécs 1919 series.
