The text constitutes a payment order drawn on the communal district treasury in Wejherowo, dated 14 February 1920, and bears the printed titles of the Starosta (District Head) and Treasurer.

Wejherowo had only just been incorporated into the reborn Polish state when this note was issued — the town transferred from German administration under the Treaty of Versailles provisions that took effect in January 1920, and the local district office was issuing emergency fractional currency almost immediately. The timing was not coincidental. Small-denomination coins were essentially absent from circulation in the newly absorbed western territories, where the German mark was being displaced and the Polish marka had not yet penetrated in useful quantity.

District-level emergency issues from Pomerania in this transitional window are among the least documented of all Polish local currency, with surviving print runs rarely reconstructed with any confidence.
