Issued two years ahead of the Paris Games as part of the Monnaie de Paris's sprawling multi-year Olympic commemorative program, which ultimately ran to dozens of distinct pieces across several metals and formats. The Garnier Palais, completed in 1875 after fifteen years of construction under Charles Garnier, was selected for this series not as an Olympic venue but as an architectural emblem of Paris itself — the IOC and French mint having agreed that the coin program should document the city as much as the Games.
Pre-dated issues like this one were standard practice for the series, allowing the mint to spread production across the lead-up years rather than bottleneck everything into 2024.
