Norway never joined the eurozone — it remains outside the EU entirely — but in the late 1990s and early 2000s, several European mints and private concerns produced speculative euro-denomination pattern pieces for non-member states. This piece is one of those exercises, almost certainly produced without official Norwegian government commission, intended either as a promotional or collector item rather than any serious proposal for adoption.
