Romania struck specimen euro coinage well before its eventual eurozone accession, producing these pieces in anticipation of membership that would not materialize until years later — and, as of this writing, still has not for euro circulation purposes. The 2003 date places this squarely in the pre-accession optimism following Romania's NATO invitation that year, when EU membership itself seemed imminent.
These were never legal tender and saw no circulation. Produced for collectors and official presentation sets only.
