Monaco's euro coinage required special negotiation with the European Union, as the principality is not an EU member state. A monetary agreement signed in December 2001 authorized Monaco to mint euros, but with a strict annual mintage ceiling — far lower than any EU member — which is why Monegasque coins of this period were effectively unavailable through normal circulation and entered the collector market almost immediately upon release.
Rainier III died in April 2005, ending a 56-year reign and triggering the transition to Albert II coinage that retired this type entirely.
