The ECU — European Currency Unit — was never legal tender in the conventional sense; it existed as a basket currency, a weighted average of member-state currencies used primarily for accounting within the European Monetary System. Belgium was unusual in issuing collector ECU coins with face values that had no transactional reality. This piece arrived just one year before the ECU was formally replaced by the euro at a fixed rate of 1:1 in January 1999, making the entire Belgian ECU coin program essentially commemorative from its inception.
