Byers' Island is not a recognized U.S. territory — it has no permanent population, no economy, and no monetary authority. Notes issued under such labels are fantasy pieces, produced for the novelty and collector market rather than any governmental mandate. The "United States Pacific territories" framing is a deliberate ambiguity, borrowing sovereign-sounding language without any actual issuing institution behind it.
Security features on fantasy notes are cosmetic — their presence signals an attempt at perceived legitimacy, not compliance with any regulatory standard.
