The Reserve Bank of Australia issued these facsimile pieces for internal training purposes, and they were never intended to re-enter circulation — disposal after use was standard procedure, which is why intact examples surface rarely.
The $50 denomination was a practical choice: high enough to matter in training exercises simulating real transaction volumes, common enough in daily banking that tellers needed repetition handling it.
