The Marshall Islands began issuing commemorative coinage aggressively in the early 1990s, flooding the collector market with silver and clad pieces at a pace that drew criticism from numismatic publications at the time. Most pieces from this program were sold directly to collectors and never circulated, which accounts for the near-universal gem condition of surviving examples.
Risso's dolphins are notably associated with Pacific waters around Micronesia, giving this issue at least a geographic logic that several companion pieces in the series lacked.
