Liberia's commemorative gold program of the mid-2000s was a frankly commercial operation — the Central Bank licensing its issuing authority to foreign distributors targeting collector markets with little connection to Liberian monetary circulation. These pieces were never intended to pass through Monrovian hands. The Constitution series specifically leaned into American iconography as a deliberate sales strategy for the U.S. collector market.
